To the south of the Mill stands the Mill Hall which was opened in 1971 when Rayleigh was administered by the Rayleigh Urban District Council. Following local government re-organisation in 1974 the District Council has carried out extensive improvements to the hall which now includes Squires where light meals and refreshments can be obtained. In 2003 the running of the Hall was taken over by Holmes Place a company specialising in sports and fitness centres. They injected £1 million into the business by modernising the foyer and the exterior of the buildings.

In the front of the Mill Hall in a small area surrounded by seats is found the Holocaust Memorial and also the Millennium Beacon.
A large building behind the Mill Hall, once associated with the Mill when flour was produced, was demolished in 2000 and the site opened up to give a view of the Windmill and increase the capacity of the car park.
The small timber hall in Bellingham Lane, owned by the Women's Institute, was destroyed by fire in August 1998. It has now been rebuilt in brick and is in use again.
